Temporary Works Site, Daling Way – Planning permission refused

The compound was erected on the Ranwell West estate in May 2024 without planning permission, with a letter sent to local residents informing them. A retrospective planning application was submitted in January 2026.

Local residents then organised a petition, and 61 signatures were obtained.

The Forum understood that Clarion needed staff welfare facilities and space to store equipment and materials, but did not believe the location of the Daling Way was essential to the safe and efficient delivery of the works, given the Clarion facilities in Wrights Road and storage space behind Candy St.

In May the Council refused planning permission. The officer’s report said:

‘The council is both supportive and encouraging of the ongoing capital improvement works being carried out by Clarion Housing across numerous properties. However, the site compound in this location would disproportionately impact the residents of Ford Street, Butley Court, and Sandall House. The application submission does not include any evidence to explain why the subject site is the most suitable location for the compound, nor why the current size and layout was chosen. The agent was asked to explore alternative site locations during the application process that would be less impactful to neighbouring residents; however, none were presented.’
