Caxton Grove: Cabinet Approves Legal Power
Tower Hamlets Cabinet has approved the use of Section 203 powers under the Housing and Planning Act 2016 for the Caxton Grove scheme.
The Caxton Grove scheme is a proposal to build a new community centre plus 36 affordable homes, with the existing community centre demolished. The tender process has concluded and the Council wants to move ahead with works.
What Was Decided On The 23rd September 2026
- Appropriate the land at Caxton Hall Community Centre and the adjoining site
- Use Section 203 powers to override third-party rights
- Settle rights of light claims with affected residents, including any compensation.
- Enter into the legal documentation needed to progress the scheme.

“Call-in” is a scrutiny mechanism in local council governance. It lets councillors pause and challenge an executive decision (in this case, a Cabinet decision) before it actually takes legal effect.
